Players spend action points to move on a grid, extinguish fire, breach walls, carry victims, and drive emergency vehicles to rescue 7 people before 4 die or the building collapses. The pressure comes from fires that keep erupting and cutting off routes, forcing risky split-second choices about what to save first.
